PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of fully securing a timing margin at the time of access to an external device, while making effective use of input/output pins. SOLUTION: The semiconductor integrated circuit has an external bus controller for controlling an external bus to which a plurality of external devices are commonly connected, including an external device whose number of input/ output bits is equal to the number of bits smaller than the number of bits of the external bus. The circuit includes an external device connection information sampling means for sampling connection information indicating to which of the signal lines of the external bus the input/output terminal of each external device is connected, and a transfer bus setting means which, if either of the external devices becomes a subject to be accessed, variably sets a transfer path to the signal line of the external bus to which the external device to be accessed is connected, based on the sampled connection information.
