In an automobile insurance or a life insurance, an assessment is more optimized on the basis of personal behavior or status. In the case of an automobile insurance, for example, the time zone relating to an arbitrary road section and the risk stemming from the weather are prepared as basic data. The insurance premium is calculated by applying to those basic data, data on the logs and schedules on the place where to be driven or to drive, which has been collected from the personal devices of the insured or the external society environment by a behavior information collection unit (21). The insured are informed when it is judged from the weather and schedule that the risk is high.
