PURPOSE: An apparatus and a method for generating optical recording medium recording pulses using a ring oscillator are provided to realize a complete digital circuit and reduce a developing time and effort. CONSTITUTION: A ring oscillator(200) generates and outputs n tap signals. A tap controller(210) converts channel clocks changeable by medium and speed into tap units by using the tap signals. First and second selecting parts(220,230) generate start and end control signals respectively according to the tap interval number of a start pulse of a signal to be recorded and the tap interval number of the end pulse of the signal to be recorded. A recording pulse generating unit(240) calculates a recording pulse signal from the start signal to the end signal according to the clock signal.
