PROBLEM TO BE SOLVED: To provide a low-temperature controller and its control method, which effectively utilizes a low-temperature cooling medium. SOLUTION: A first channel 26 having a first valve 30 connects a low- temperature cooling medium storage tank 20 to a heat exchanger 42 exchanging heat with an air-conditioning space 14. A second channel 25 having a second valve 32 connects the storage tank to the heat exchanger. A controller 34 moves the first valve in between a first open position and a first close position, and the second valve in between a second open position and a second close position.
