PROBLEM TO BE SOLVED: To efficiently provide area information according to the behavioral characteristics of information users. SOLUTION: An information providing center 10 periodically receives position information (latitude and longitude) from portable terminals of information users 30 and stores it in a database 14. The rate at which each information user appears in each of meshes into which an area is divided at predetermined intervals is computed in every predetermined period or at predetermined time intervals according to the position information accumulates over a predetermined period; the map information associated with the mesh where the appearance rate is high among appearance rates which are less than a predetermined value is provided to each information user 30 via e-mail.
