<p><P>PROBLEM TO BE SOLVED: To determine an output path at high-speed by efficiently performing load distribution control. <P>SOLUTION: A load distribution group searching section 11 searches a load distribution group on the basis of a hash parameter of a packet. A load distribution ratio setting table T1 includes the load distribution group and a load distribution ratio including particular bits corresponding to a border value between output paths and representative of a bit matrix. A load distribution ratio searching section 12 searches the load distribution ratio corresponding to the searched load distribution group. A hash arithmetic section 13 performs hash arithmetic operation on the basis of the hash parameter to calculate a hash value corresponding to a received packet. A path selection number determination section 14 determines a path selection number depending on the number of particular bits existing at a position at which the hash value is counted from the end of the searched load distribution ratio.
