APPARATUS FOR CONTROLLING BIT RATE OF VIDEO CONVERSION ENCODER

PURPOSE: An apparatus for controlling a bit rate of a video conversion encoder is provided to simplify structures of hardware and software by converting DV(Digital Video)-encoded data into MPEG 2 without passing through a complete encoding. CONSTITUTION: An energy calculator(10) calculates a pixel value of a total area by using an energy theorem between a time area and a discrete cosine transform area. A DC value extractor(20) calculates the mean of space area pixel values from discrete cosine transform coefficients defined through two dimensional discrete cosine transform. A squarer(30) calculates the square of the mean by using the value calculated from the DC value extractor. A dispersion calculator(40) calculates dispersion to one sub block video signal in an MPEG 2(Moving Picture Experts Group 2) by using the pixel value and the square of the mean. An MPEG 2 bit rate control unit(50) controls a bit rate by executing quantization with the calculated dispersion.
