PROBLEM TO BE SOLVED: To provide a developing agent having high developing activity and color developing property, a heat developable photosensitive material having favorable photographic performance such as sensitivity, and a method for forming an image by which fast treatment is possible and favorable picture quality is obtained. SOLUTION: The color developing agent comprises a compound expressed by formula (1). In the formula, each of R<SB>1</SB>, R<SB>2</SB>and R<SB>3</SB>independently represents hydrogen atom or a substituent, R<SB>4</SB>represents an alkyl group, an aryl group or a heterocyclic group, R<SB>1</SB>and R<SB>2</SB>or/and R<SB>2</SB>and R<SB>4</SB>may be coupled to each other to form a five, six or seven-member ring, Z represents a group of nonmetal atoms forming a five, six or seven-member ring with a nitrogen atom and two carbon atoms in a benzene ring, and R<SB>5</SB>represents an alkyl group, an aryl group or a heterocyclic group.
