PROBLEM TO BE SOLVED: To efficiently provide information for diagnosing a driving manner and for checking components in vehicle maintenance work. SOLUTION: Information on a vehicle obtained by a variety of on-vehicle units 2 is transmitted to a ground center GC via a portable terminal 6 such as a cellular phone which is carried at all times. The information on the vehicle is transmitted directly to the ground center GC from the portable terminal 6 through a telephone communication network without using a local base such as a gas station. The ground center GC transmits information on the driving manner or habit, etc., as statistical data to the vehicle, an automobile dealer, a garage, an automobile inspection center, an automotive parts manufacturer, etc., to be effectively utilized.
