PROBLEM TO BE SOLVED: To provide a method of producing a coating solution for forming a transparent electrically conductive layer by which raw material concentration can be set to the one higher than that in the conventional method. SOLUTION: In the method of producing a coating solution for forming a transparent electrically conductive layer, a reducing agent, an aurate solution and/or a platinate solution of alkali metal or the like are added to a colloidal dispersion solution of silver fine particles, so that a colloidal dispersion solution of noble metal coated silver fine particles in which the surfaces of the silver fine particles are coated with gold or platinum simple substance or a compound thereof is obtained. Before and after or simultaneously with the addition of the reducing agent, and any of the aurate solution of alkali metal, the platinate solution of alkali metal, and a mixed solution of the aurate and platinate of alkali metal, a cation exchanger is added, and, while removing impurity ions formed by reduction reaction by the cation exchanger, the colloidal dispersion solution of the noble metal coated fine particles is obtained.
