PROBLEM TO BE SOLVED: To properly avoid a fail of an electromagnetic drive valve due to valve rest operation without worsening starting responsibility of an internal combustion engine. SOLUTION: A normal operation made where all electromagnetic drive valves are controlled according to a normal regulation for four-cycle operation of an internal combustion engine and a valve rest operation mode where the electromagnetic drive valve is controlled according to a rule that a part of the electromagnetic drive valves are brought into a rest state are selectively realized. After the starting of the internal combustion engine, the execution of the valve rest operation mode is prohibited (at a step 122) until a given period T<SB>0</SB>elapses (at a step 120).
