PROBLEM TO BE SOLVED: To reduce the transportation cost of wastes and also to easily and inexpensively prevent the generation of dioxins in a waste treatment plant. SOLUTION: This system comprises a water drying device 23 which is installed in a waste producing place 22 or a garbage accumulation place 24 and removes and dries chlorides contained in wastes 21 composed mainly of water-containing organic substances, a waste collecting vehicle 27 for transporting dried wastes 25 with their chlorides removed to the waste treating plant 28 without mixing with other wastes, the dried wastes 25 being dried and collected in a predetermined area of the garbage accumulation place 24, a waste treating device 29 in which the dried wastes 25 transported to the waste treating plant 28 are treated to generate electric energy, a storage means 32 for a power load which stores the generated electric power, and an electric power supply means 33 for supplying electric power stored in the storage means 32 to an electric company 34 through a transmission line during a time zone in daytime in which electric power demand for the electric company 34 reaches a peak.
