PROBLEM TO BE SOLVED: To provide a gear grinding wheel and a manufacturing method for the gear grinding wheel of high accuracy and long life without depending on the shape accuracy of the base metal of the grinding wheel or using a special grinding device or lapping device. SOLUTION: A super-abrasive grain layer 29 is stuck in a prescribed thickness onto the outer periphery of a body part 24 of a base metal 23 formed in cylindrical shape. The super-abrasive grain layer 29 is formed of metal bond and formed with a tooth form part 31 formed in the tooth form of an external tooth gear by electric discharge machining.
