PURPOSE: Provided are a heat proof plate for an electric mat which is readily changed and has effects of warming up bodies, relieving pains, promoting the circulation of blood, sterilizing and removing odors, an electric mat using the same and a method for producing a heat proof plate. CONSTITUTION: The heat proof plate includes a fiber layer(231); a resilient urethane layer(232) laminated by an adhesive applied on the fiber layer(231); a water proof polyester film layer(233) applied on the urethane layer(232); a binding device(234) attached to the peripheral of the polyester film layer(233) by sewing; and an emitting body(235) applied on the polyester film layer(233) to emit far infrared rays or heated orient medicine scent by means of heat emitted from an electric heating line. The emitting body(235) has a circular or polygonal cross-section and comprises an upper cover(235a), a lower cover(235b) and an emitting material(235c).
