<P>PROBLEM TO BE SOLVED: To provide a method and a system that safely transfer command execution authority from one subject authorized to execute a command to an IC card to another subject. <P>SOLUTION: For the transfer of the authority of one subject to execute a command to an IC card to another subject, the authorized subject with the command execution authority generates command identification information corresponding to a specific command type that the authority transferee subject is to be authorized to execute, and issues a command execution permit with the authority transferee subject's ID, the authorized subject's ID and the command identification information, to which certification information is added.
