PROBLEM TO BE SOLVED: To suppress production of an unclear motion from a video signal with a motion and eliminating a noise component. SOLUTION: A subtractor 45 in a cyclic system of a noise reduction circuit 13 calculates a field difference signal between an interleaved field image and a field image of one preceding field from which a noise component is eliminated. A delay circuit 46 outputs the field difference signal with a signal for delaying the field difference signal by one horizontal scanning period to a two-dimensional Hadamard transformation circuit 47. The two-dimensional Hadamard transformation circuit 47 extracts each frequency component of the field difference signal. A noise level measurement circuit 48 measures the noise component included in each frequency component of the field difference signal. A control circuit 49 sets a limiter characteristic of a variable limiter 50 on the basis of the measurement result of the noise level measurement circuit 48. The variable limiter 50 extracts the noise component from each frequency component of the field difference signal according to the setting from the control circuit 49. COPYRIGHT: (C)2003,JPO
