PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorber which is thin, has flexi bility, can cope with electromagnetic wave of oblique incidence and has resis tance to weather, and in particular, electromagnetic wave absorber for ETC system whose center frequency is 5.8 GHz. SOLUTION: The electromagnetic wave absorber 1 is provided with a reflecting layer 2 composed of conductive material, a first absorber layer 3 constituted of a plurality of layers which are laminated in order on the layer 2 via adhesive agent 8 and in which metal magnetic material powder is dispersed in flexible macromolecular material as base material, a second absorber layer 4 constituted of a plurality of layers in which oxide magnetic material powder is dispersed in flexible macromolecular material as base material, and a surface layer 5 composed of flexible macromolecular material. In the first absorber layer 3, absorber layers 3a-3d are laminated in order via the adhesive agent 8.
