<p><P>PROBLEM TO BE SOLVED: To inhibit occurrence of packet loss with respect to a receiving terminal having low processing capability. <P>SOLUTION: A module 51 for determining adjustment of interest determines whether or not a receiving terminal located at the transmission destination of a packet group (a packet 61-1, a packet 61-2, or the like) in one transmission unit supplied from a packeting module 57 is a receiving terminal involved in the adjustment of interest based on a table 54 for the adjustment of interest that the address of the receiving terminal involved in the adjustment of interest is registered. When yes, the packet group in the one transmission unit is supplied to a transmission-interval adjusting module 52. The transmission-interval adjusting module 52 adjusts a transmission interval 64 between each packet constituting the supplied packet group in the one transmission unit.
