PROBLEM TO BE SOLVED: To provide a rotary bezel device having no possibility of causing unexpected rotation after being positioned, and a watch having this device. SOLUTION: This rotary bezel device 2 of the watch 1 has: a body part 20; a bezel 70 installed in the body part 20 so as to be rotatable in the B1, B2 direction around the axis of the body part 20, and having a recess-projection 74 at a regular angle interval in the B1, B2 direction; an annular spring structure 40 having a circular arc-shaped base part 41 supported by the body part 20, a circular arc-shaped spring part 42 for connecting an adjacent end part of a circular arc of the base part 41 for forming a ring by cooperating with the base part 41, and a click feeling imparting projection part 43 for engaging with the recess-projection 74 of the bezel 70 by projecting toward the bezel 70 in an intermediate part of the circular arc of the spring part 42; and a stopper 50 installed in the body part 20 so as to be movable in the A1, A2 direction between a rotation allowing position E1 for allowing rotation of the bezel 70 and a rotation prohibiting position for prohibiting the rotation of the bezel 70.
