PROBLEM TO BE SOLVED: To provide a new Si-based catalyst for producing a polyisocyanate having an isocyanurate group that is excellent in a greatly increased activity on the one hand, but can ensure the control of reaction and process safety on the other hand. SOLUTION: The catalyst to be used for the trimerization of an isocyanate comprises a reaction product consisting of (A) an organic silicon compound having an Si-N linkage described in the specification and (B) a nucleophilic fluorinating agent described in the specification, wherein the ratio of A to B is 1/100>A/B>100/1.
