PROBLEM TO BE SOLVED: To synchronize processes to be advanced, specially, by a plurality of units of a machine for processing paper without transmitting any target value to be processed in real time. SOLUTION: A plurality of units 2a, 2b, and 2c are connected through a bus system 6 to a central control unit 1. The central control unit 1 distributes operation commands including the information of time when the commands should be executed through the bus system 6 to those units 2a, 2b, and 2c, and those commands are executed synchronously with the time transmitted in the commands by the units 2a, 2b, and 2c holding absolute time information.
