PROBLEM TO BE SOLVED: To provide a method for manufacturing a hard polyurethane foam or a urethane modified hard polyisocyanurate foam which has high flame retard ant property and high strength and is made by using a foaming agent not destroying the ozone layer. SOLUTION: The method for manufacturing the hard polyurethane foam and the urethane modified hard polyisocyanurate foam comprises reacting an active hydrogen containing compound with at least two of functional groups with an active hydrogen radicals capable of reacting with an isocyanate group, with a polyisocyante compound in the presence of a low boiling halogenated hydrocarbon foaming agent and uses a mixture of a chlrendic acid (Het acid) polyol containing chlorine of 10-30 wt.%, of 5-80% wt.% and ethylene diamine type polyol of 95-20 wt.% as the active hydrogen containing compound.
