PROBLEM TO BE SOLVED: To provide a wireless controller and a communication channel reserv ing method capable of enhancing a reservation rate of a communication channel between a mobile station and a base station at a hand-over destination when the mobile station makes hand-over in a mobile communication system. SOLUTION: The wireless controller 10 is provided with a channel management apparatus 20 that reserves a second communication channel for communication between a mobile station and a second base station when the mobile station making communication by using a first communication channel with a first base station requests diversity hand-over with the second base station under the management, reserves a communication channel at a highest information rate below an information rate of the first communication channel as the second communication channel among communication channels for the second base station and instructs the second base station to make communication with the mobile station by using the second communication channel.
