PURPOSE: A cooling chamber heat exchange-hot water cooler and a manufacturing method thereof are provided to manufacture a hot water-cooling heat exchanger of high efficiency by a cooling chamber manufactured specially, enable indoor installation, and cool a heat-generating system through the circulation of a small amount of a coolant. CONSTITUTION: A cooling chamber heat exchange-hot water cooler(39) comprises a hot water-dispersing device disposed to the upper part of the cooling chamber heat exchange-hot water cooler; a hot water-cooling heat exchanger disposed to the middle part of the cooling chamber heat exchange-hot water cooler; a coolant storage tank(28) disposed to the lower part of the cooling chamber heat exchange-hot water cooler; a suction fan(36) attached to the end of a ventilation duct attached to the side of the hot water-cooling heat exchanger; and a circulation pump(40) disposed to the bottom of the cooling chamber heat exchange-hot water cooler for efficient circulation of a coolant. The hot water-dispersing device equally disperses incoming hot water, to make the hot water equally flow into the hot water-cooling heat exchanger. The hot water-cooling heat exchanger comes in contact with cooling air to the utmost, for effective cooling while the incoming hot water runs down a hot water-cooling heat exchange part. The coolant storage tank stores the coolant passing through the hot water-cooling heat exchanger. The suction fan sucks the cooling air in a direction perpendicular to the direction of the hot water running down the cooling chamber through a cooling air inlet(43). The circulation pump circulates the coolant to cool the hot water in the hot water-cooling heat exchanger.
