PROBLEM TO BE SOLVED: To prevent generation of a gap of work executed refractors and an opening at refractor work execution joint part by surely work executing local filling without a large scale device while greatly reducing generation of dust. SOLUTION: This device is provided with a plate 1 having a plurality of steel bars 2 provided on a lower surface in a fork shape, a vibration generator device 3 provided on an upper surface of the plate 1, and an operation handle 4.
