PROBLEM TO BE SOLVED: To facilitate correction of HDL description, reduce the possibility of induced generation or the like of software bugs due to a description correction error in the case of a specification change in a system for generating PWM signals, in the system for generating the PWM signals using HDL. SOLUTION: This system for generating PWM signals generates the PWM signals by using hardware description language, based on a pulse width data of first and second conditions, the system uses the hardware description language, waiting till establishing a condition which changes a pulse from the first to second state to make a condition a first state changing the pulse from the first to second conditions, when the concerned condition is materialized, waiting till materializing of the condition changing the pulse form the second to first condition to make the condition a second state, changing the pulse from the second to first condition when the concerned condition is established, and to make a plurality of conditions third state subsequent states, after processing the pulse width data in the first and the second conditions.
