PURPOSE: Provided is a manufacturing method of porous and vacuum heat-insulating material by using perforated inorganic fiber as a center material and stainless steel thin plate as an outer cover. Accordingly, the resultant products have lightweight and high heat insulation. CONSTITUTION: The manufacturing method of heat-insulating material(100) comprises the steps of: preparing an inorganic fiber compact by layering organic fibers, pressing, and heating; perforating many holes(11) with a diameter of 3-20mm in the compact for the center material having light-weight, where the compact having 1-25% of piercing rate is covered with an inorganic cloth(20) to remove inorganic fiber chips generated from perforating; putting the center material into a stainless steel thin plate(30) with a thickness of 0.05-0.15mm and decompressing to be the vacuum state of 10¬-6 - 10¬-1torr.
