PURPOSE: Provided are a water-dispersing elastic film waterproof agent which has excellent weatherability and cold resistance, and good tensile strength and elongation modulus, and thus can prevent the fracture or coming-off of waterproof layer attached to the elastic film waterproof agent, and a method for construction thereof. CONSTITUTION: The waterproof agent comprises an acrylic emulsion polymer consisting of an ester acrylate repeating unit(A) represented by formula 1, an ester methacrylate repeating unit(B), and a repeating unit(C) having polar group; a waste tire powder; a waste glass powder; and cement. In the formula 1, R1 is any one selected from alkyl groups of C0-C8; R2 is any one selected from alkyl groups of C0-C16, R3 is polar group having end selected from the group consisting of OH, NH2, C=N, NHCH2OH, CH2=CH, and COOH. |
