PROBLEM TO BE SOLVED: To detect a revised part in image data formed by an image forming device such as a digital camera. SOLUTION: When it can be verified that the image data generated by the image forming device 10 are not revised, a first verification device 20 generates image data with electronic watermark by embedding electronic watermark data capable of detecting the revised part in the image data. Further, the first verification device 20 generates the second verification data (digital signature) of the image data with an electronic watermark. A second verification device 30 verifies whether the image data are revised or not by using the image data with the electronic watermark and the second verification data.
