<p><P>PROBLEM TO BE SOLVED: To establish a signal level even for a period in which a bus line is not driven. <P>SOLUTION: A level stability signal generator 2 drives a control line 32 for a sufficiently short period from a period of a clock TxClk synchronously with a rise of a clock TxClk immediately after a period in which an ATM device 14 outputs address data TxAddr for identifying a PHY device, is finished and outputs a level stability signal TxLSS of a low level to the control line 32. As a result, a charge stored in a parasitic capacity relating to the line 32 is rapidly discharged, and a cell available signal TxClav seen on the line 32 immediately becomes a low level. Accordingly, a problem in which a signal waveform of the line 32 is gradually changed by drawing a slope during a period in which the line 32 is not driven by the PHY device, does not occur.
