PROBLEM TO BE SOLVED: To measure a high precision response time including the processing time of a server by reflecting the using state by a customer. SOLUTION: A browser comprises a transmission time recording step (301-303) for recording the transmission time according to the transmission request of a request signal to be transmitted to a server; a transmitting step (306) for transmitting the transmission time recorded in the transmission time recording step and the previous receiving time stored in the storage part of the browser to the server together with the request signal; and a receiving time recording step (314, 351) for recording the receiving time of the response signal from the server to the request signal transmitted in the transmitting step, and storing it in the storage time.
