PROBLEM TO BE SOLVED: To provide a lens array forming method for forming a lens array where a plurality of particulates having translucency are arrayed in a single layer on the surface of base material having translucency, and forming the accurate lens array where the particulates are arrayed in the single layer very densely for optical film or sheet having the lens array formed by the lens array forming method, and the optical film or sheet having the lens array formed by the lens array forming method. SOLUTION: This method has a cushion layer forming stage 1, a coating stage 2, a heating and pressuring stage 4, and a solidifying stage 5, and the stage 2 is a stage to coat the surface of the cushion layer with coating liquid adjusted so that the amount of solidified binder after performing the stage 5 shows a volume ratio being 1 to 30% to the total amount of the particulates and set so that the contact angle of a droplet to the surface of the cushion layer is≤30°.
