PROBLEM TO BE SOLVED: To provide a road state detecting system and its method capable of complementing sight loss of a front target loss by ups and downs of a road. SOLUTION: In the road state detecting method, a forward object is detected in a vehicle. A vertical angle changeable from the vehicle is scanned with a radar beam. When reflected wave of the radar beam reflected form the forward object is received, a scan angle of the radar beam is detected, a relative speed of the forward object calculated from the received reflected wave and an absolute speed from a running speed of the vehicle are calculated, and a road state is detected based on the scan angle and the absolute speed.
