PURPOSE: A short distance routing apparatus and method of a mobile terminal in a universal access number service are provided to reduce a telephone charge and facilitate a delivery service by routing the mutually closest service user and service subscriber. CONSTITUTION: A mobile switching system(200) handles a call switching of a mobile telephone network. An intelligent network service switching system(300) handles a call switching of an intelligent network service. A cable switching system(400) handles a call switching of a cable telephone network. An intelligent network service control system(600) controls driving of an intelligent service. An intelligent voice announcement system(700) makes an announcement of a voice required for a service. An HLR(Home Location Register)(800) provides position information of a mobile terminal to route a wired terminal and a mobile terminal. A mobile home location registration signaling point table(610) provides signaling information of the mobile terminal. A mobile switching system-area code corresponding table(620) provides information on relation of the mobile switching system(200) to its area code. A universal access number service subscriber table(630) provides subscriber information admitted for a universal access number service.
