PROBLEM TO BE SOLVED: To realize an optical recording device, and an optical recording and reproducing device which can record and reproduce a large volume of information at a very high speed. SOLUTION: The device, having an array of light-emitting elements arranged in a matrix form of m rows by n columns, in which m and n are assumed to be natural numbers≥2, is provided with a light source (1) which generates two dimensional light beam arranged in a matrix form of m rows and n columns, drive circuits (2) which individually drive, based on information signals by which each light emitting element of the light source is to be recorded, an objective lens (7) which forms a two-dimensional light spot array on a recording medium (8) by focusing m×n light beams in a spot and projecting the light beams on a recording medium (8), a turntable (9) which supports the recording medium, a rotation drive (10) which rotates and drives the turntable, a moving device which moves the light spot array in a direction orthogonal to the rotation axis line of the above rotation drive. The recording medium is scanned simultaneously by the two dimensional light beam demodulated by the m×n lines of information signals, and therefore, large volume of information can be recorded at higher speed.
