PROBLEM TO BE SOLVED: To provide a technology that enables a program provider to promote a formal program purchase effectively, after programs are distributed at no charge or at a low price. SOLUTION: A system 10 for managing use of programs is equipped with a basic program processing unit 38, that implements basic functions by controlling a CPU 14, a usage-limiting processing unit 30 that approves whether limiting conditions for the use are provided, after a predefined time period has passed a defined standard time period, and a database 40 for deterioration patterns which defines a plurality of patterns for a correlation between the passed time period and constraint items, after the limiting conditions for the use are provided. The system 10 is also equipped with a means of specifying the constraint items to be applicable at the time, by referring the database 40 for the deterioration patterns after the limiting conditions for the use are provided, a deterioration processing unit 36 for displaying which adds required changes to display the contents on a display 22, when the restriction item is the deterioration of displaying, a deterioration indicating unit 32, that instructs stoppage or the deterioration of the specified functions, if the constraint items are the deterioration of the specified functions and the stoppage, and a means that releases the constraint items to be applied, if a password is entered via a keyboard 24.
