METHOD FOR ENCODING IMAGE DATA

PROBLEM TO BE SOLVED: To miss no data of an image frame during decoding and to decode a plurality of image frames even in the worst case in changing over image encoding information when an image decoder for decoding the image encoding information stored in an internal buffer executes encoding with a plurality of encoding information changing over.

SOLUTION: Hierachical structure encoding employs the image encoding information for encoding by inserting the dummy data of n bits in a location in front of a starting synchronizing code. The result decodes a code located in front of the start synchronizing code in the image encoding information when the image decorder changes over the image encoding information, and changes over the image encoding information so that the dummy data of the n bits inserted in encoding in the internal buffer of the image decoder may be left behind. In decoding the image encoding information again, the decoding is normally restarted if no encoding information is read before reaching the start synchronizing code.
