PROBLEM TO BE SOLVED: To provide a semiconductor memory which can perform refresh operation without confliction between the device and external access while achieving low current consumption operation when refresh operation is performed separately from external access, and a refresh control method. SOLUTION: The refresh operation is inhibited during performing external access (3). During this operation, internal operation in refresh operation is controlled (11) for refresh operation start request (8), but internal operation is inhibited for refresh operation start request (9), (10) after the second time. Even if refresh operation start request (8) to (10) are outputted by the plurality of number of times precedently when external access is operated (3) and refresh operation is inhibited, only internal operation never be preceded, execution of refresh operation after external access operation execution finish (4) can be performed surely.
