SOLUTION: In an access control program 9B which has been generated at a terminal 1B to be accessed as a communication terminal on the side to be accessed, being transmitted from the terminal 1B to an access terminal 1A as a communication terminal on the access side and controlling access right located in the terminal 1A to the terminal 1B, the right to control the control program 9B is granted to the terminal 1B.
