PROBLEM TO BE SOLVED: To quicken exhaust at an exhausting step in a process for producing a heat insulating panel.

SOLUTION: Plates are separated each other by placing a plurality of spacers between the first plate and the second plate. A vacant space is sealed by a seal formed at least partially between the plates. Plasma which exists at least in a part of the space between the plates is generated while the space exhaust is practiced at the exhausting step.
