PROBLEM TO BE SOLVED: To obtain a novel and safe elastase activity inhibitor or a cosmetic composition. SOLUTION: The elastase activity inhibitor as well as the cosmetic composition contain one or more extracts from plants selected from Potentilla tormentilla, Juniperus rigita and Astragalus sinicus, having elastase activity inhibitory effect, effective for anti-aging skin care by restoring elasticity and clear complexion, and by repairing slacks and wrinkles, which can be used as various types of formulations such as pharmaceuticals, quasi-drugs, cosmetics as well as other general food and beverage products.
