PROBLEM TO BE SOLVED: To provide a flame retardant composition capable of solving disadvantages such as deficiency of preservation stability at high temperatures, production of formaldehyde regarded as an environmental pollutant, discoloration, deterioration, etc., of strength after heating of a cellulosic material treated with a conventional flame retardant, which are caused by the flame retardant applied to the cellulosic material such as a paper product. SOLUTION: This flame retardant composition comprises an aqueous solution containing a reactional product of an ammonium salt of an inorganic acid with dicyandiamide and one or more kinds of pH modifiers selected from the group consisting of a hydroxide and a carbonate of an alkali metal, an alkaline earth metal or a group III metal, an alkanolamine and a (poly) alkylenepolyamine.
