PROBLEM TO BE SOLVED: To provide an optical amplification glass and an optical waveguide in which a sufficient gain is obtained in the signal light of 0.1 mW light intensity even in a short optical fiber and a desired conversion efficiency is obtained when used for the optical amplification of a wavelength band including L-band. SOLUTION: This optical amplification glass includes Er in an amount of 0.1-10 pts.mass based on 100 pts.mass of a matrix glass. The matrix glass contains, by mol, 20-80% Bi<SB>2</SB>O<SB>3</SB>, 5-75% (B<SB>2</SB>O<SB>3</SB>+SiO<SB>2</SB>), 0.1-35% (Ga<SB>2</SB>O<SB>3</SB>+WO<SB>3</SB>+ TeO<SB>2</SB>) and 0.01-15% La<SB>2</SB>O<SB>3</SB>.
