PROBLEM TO BE SOLVED: To prevent the freeze-up in a circulating pipe. SOLUTION: A stirring motor 25 is stopped, and a water supply valve 21 and a water discharge valve 34 are opened for a predetermined time, when a thermistor 31 detects that a temperature of the cooling water W reaches a predetermined temperature before an overcooling region when the ice accretion starts around a cooler 12. Whereby the drinkable water of normal temperature is press-fed to an injection pipe 20 from a water supply source 22, and the cold water in the injection pipe 20 is discharged from a discharge port 33 in a state of being pushed out. Whereby the water in the injection pipe 20 is replaced with the water of normal temperature, and the water of a temperature before overcooling can be stored in the injection pipe 20, even when the water temperature of the cooling water W is continuously lowered to the overcooling region. As a result, the generation of sherbet-like ice in the injection pipe 20, that is, the possibility of freezing can be remarkably reduced, and the blocking-up of the injection pipe 20 can be prevented.
