PURPOSE: A method for manufacturing black plate is provided to improve glossiness, plating coherence and uniformity of scratch roughness by forming scratches having certain width and length on the surface of strip. CONSTITUTION: In a black plate manufacturing method for manufacturing a black plate used as a workpiece of tin coating, the method for manufacturing the black plate is characterized in that an EDT (electric discharge texturing) roll is installed at stand No. 1 of skin pass mill for rolling the black plate so that the black plate is rolled by the EDT (electric discharge texturing) roll, and a rough roll is installed at stand No. 2 of the skin pass mill for rolling the black plate so that the black plate is rolled by the rough roll, wherein roll force of the stand No. 1 is 350 to 400 ton while roll force of the stand No. 2 is 500 to 550 ton, wherein a roll(12) is installed at EDT main body(14) and semi-submerged into insulating oil by pumping insulating oil from insulating oil tank(16) to remove grinding oil and foreign materials remained on the surface of the roll(12) using an EDT roll processing unit(10) for EDT processing, electric spark is generated by controlling gap between the roll and electrode and electric current flowing to the electrode(18) when the roll is semi-submerged into the insulating oil, and scratches are formed on the surface of the roll by using the electric spark.
