PROBLEM TO BE SOLVED: To prevent the discharge of an undecomposed material or an reaction intermediate by controlling a hydrothermal reaction to surely decompose an organic material. SOLUTION: The hydrothermal reaction is carried out using an apparatus having a reactor 12 in which the organic material to be treated and an oxidizing agent are supplied and hydrothermally reacted with each other at the simpler critical state or the sub critical state, a measurement instrument 20 for measuring CO quantity in a treating fluid and a controller (controller 21) for controlling the hydrothermal reaction based on the measured CO quantity.
