PROBLEM TO BE SOLVED: To provide a data communication system wherein high quality data regeneration is enabled by dynamically changing error processing such as ARQ function and FEC (forward error correction), in accordance with a network condition.

SOLUTION: In packet transmission, error correction control is performed on the basis of the network condition which is monitored by a network monitoring part. Modes such as error control by FEC and error control on the basis of automatic retransmission on request (ARQ) are changed dynamically in accordance with packet loss and an error generating condition in a network, and a packet transfer is executed. As a result, dynamic error correction control is enabled wherein error correction by ARQ is selected when RTT is short and error correction by not ARQ but FEC is selected when RTT is long.
