PROBLEM TO BE SOLVED: To prevent trouble even when concurrently requesting issuance of license keys to a plurality of agents by sending path information along with order information.

SOLUTION: In a license issuing system 4, a license issuing device 1 and a terminal device 3 are connected by a plurality of paths, and at least one license relay device 2 is arranged in each path. An order information relay sending part 21 adds information specifying a position of one's device in a telecommunication network in order path information M2 showing a relay history of license order information M1, and sends it along with the license order information M1. When the same license order information M1 is received from a plurality of paths, a license issuing part 11 selects one path from the plurality of paths and it issues a license key M4 to the license order information M1 received from the path. The license key M4 is sent to the terminal device 3 by tracking the order path information M2 backward.
