PROBLEM TO BE SOLVED: To provide a transmission network system provided with a monitoring and controlling system capable of specifying a fault part of a network regardless of experiences and knowledge of a manager. SOLUTION: The transmission network system is provided with a correspondence relation storage part 103b storing beforehand information indicating a correspondence relation of a plurality of constituting elements of a transmission network and a plurality of network elements set beforehand by hierarchizing the plurality of the constituting elements and an affecting relation storage part 103c storing beforehand the information indicating an affecting relation of a fault among the plurality of the network elements. A narrowing means 105 narrows the network elements included in the fault point from alarm information of the network. A fault point specifying means 106 specifies the fault point from the network elements narrowed by the narrowing means 105 and the information stored in the correspondence relation storage part 103b and the affecting relation storage part 103c.
