PROBLEM TO BE SOLVED: To provide an inter-road and vehicle communication system in which a plurality of radio channels are assigned to one communication area and a mobile station can select an identical channel constantly. SOLUTION: In the inter-road and vehicle communication system where control information required for communication is transmitted/received through a communication channel comprising one main channel and one or more subchannel between an on-road base station 1 comprising a communication control means 11, a frame control means 12, a radio receiving means 13 and a radio transmitting means 14 and a vehicle mounted mobile station 3 comprising a communication control means 31, a frame control means 32, a radio receiving means 33 and a radio transmitting means 34, the base station 1 sends a control slot including control information for connecting communication while arranging it only in the communication frame of main channel, and the mobile station 3 selects a specific radio channel among communication channels by discriminating between an effective radio channel and an ineffective radio channel on condition of presence/absence of control slot for connecting communication.
